The Salt Lake City Council made a budget decision last month that will hurt taxpayers, but is likely to be misunderstood. To illustrate the problem, imagine the following scenario: A family is offered an investment opportunity in which they pay $1 at the start of each month, but receive $5 at the end of each month.
